Most options to export images from an iPhone should be converting the images to jpeg. The image viewer has been unlisted in the Microsoft store but it can still be accessed directly.
In order to get the app, run CMD or Powershell as admin and run: start ms-windows-store://pdp/?ProductId=9n4wgh0z6vhq
This should open the store to the unlisted app page. Click Get at the top and it should install the viewer. The Windows photo viewer should now be able to open HEIC images.
