Sign in with AppleDEP@sequyah.com with the credentials in Smartsheet.

Browse to "Apps and Books" and search for the desired app. The name search can be flakey, you can also search by app ID (Can be found in the URL on the public app store page)

Example -> https://apps.apple.com/us/app/smartsheet-teams-projects/id568421135

Once you find the app "purchase" licenses of the app. This is still required for free apps. Don't purchase thousands, I've been told it can slow down syncs.

Once it's been purchased you will now run a sync from Intune.

https://endpoint.microsoft.com/#blade/Microsoft_Intune_DeviceSettings/TenantAdminConnectorsMenu/appleVpp

You can browse here by going to https://endpoint.microsoft.com/ and browsing to Tenant administration -> Connectors and tokens -> Apple VPP Tokens

Right click on AppleDEP@sequoyah.com and click Sync

Once the sync is complete the app should show up under Apps -> iOS/iPadOS

You can now assign the app by selecting it and going to Properties. Assignments is at the bottom.

Assign as desired and make sure to change the "License type" to "Device"
